Government decides to offer $8 million aid to N. Korea

The Moon Jae-in administration decided, Thursday, to offer humanitarian assistance worth $8 million to North Korea "at an appropriate time" through the United Nations.

It delayed the decision on exactly when to provide the aid, apparently considering disputes over the timing of assistance to North Korea, which is raising tensions with its continued provocations.

The Ministry of Unification said the plan was approved during a meeting on cross-border exchanges and cooperation.

Chaired by Unification Minister Cho Myoung-gyon, the meeting involved high-ranking officials from eight relevant ministries and two private experts.

Under the plan, $4.5 million will be donated to help the U.N. World Food Programme (WFP) provide nutrition-rich supplies to North Korean children and pregnant women. The remaining $3.5 million will be spent to offer vaccines and medicinal treatments through UNICEF.

This will be the first humanitarian assistance for the impoverished regime since President Moon took office in May.

"We have consistently said we would pursue humanitarian aid for North Korea in consideration of the poor conditions children and pregnant women face there, apart from political issues," Minister Cho said.

A unification ministry official, who spoke on condition of anonymity, said, "The government took concerns over humanitarian aid to North Korea into account before finalizing the decision."

The official said the government will still consider inter-Korean relations and other relevant circumstances in determining the timing and actual size of the provision.

When asked whether the size of the provision could diminish over time, the official added, "It's the government's policy to fully offer $8 million."

The political parties did not comment on the government's measure.

Two conservative opposition parties ― the Liberty Korea Party and Bareun Party ― and the centrist People's Party had slammed the government when the unification ministry initially announced the plan on Sept. 14.

The plan was controversial because it came a day before North Korea fired off a Hwasong-12 intermediate-range ballistic missile (IRBM) and it was found that Cheong Wa Dae detected signs of the IRBM test hours before making the announcement.

The opposition bloc also raised concerns the plan is not in line with U.N Security Council (UNSC) Resolution 2375 in response to North Korea's sixth nuclear test on Sept. 3.

Approved on Sept. 11, the resolution is aimed at capping North Korea's imports of crude oil and crippling its economy.

The unification ministry said the WFP and UNICEF had approached the government in May and July this year to contribute in aiding North Korea.

It also said humanitarian aid is not against the principles of the U.N., arguing it will be the needy in North Korea, not its ruling class, who will first suffer due to the UNSC's latest sanctions.

A Cheong Wa Dae official said the announcement and the IRBM test were "only coincidental" and the government will remain unchanged in its principle of helping North Koreans on humanitarian grounds.

South Korea's humanitarian aid efforts to North Korea had been halted since the latter's fourth nuclear test in January 2016.

Seoul last gave aid to Pyongyang in December 2015 through the U.N. Population Fund under the government of Park Geun-hye.

자유한국당 정우택 원내대표는 22일 미국 뉴욕 유엔총회 무대에서 있었던 문재인 대통령의 북핵 외교와 관련, '군사적 옵션을 검토하는 등 북한에 대한 제재와 압박을 가하는 국제사회의 현실에서 유독 문 대통령만 다른 길을 가고 있다'고 비판했다.

정 원내대표는 이날 오전 여의도 당사에서 열린 최고위원회의에서 '미국의 유력지 뉴욕타임스가 '도널드 트럼프 미국 대통령과 아베 신조(安倍晋三) 일본 총리로부터 문 대통령이 이상한 사람으로 취급당할 가능성이 크다'고 평가했다'고 소개하면서 이같이 밝혔다.

그는 '북한의 핵무기가 눈앞에 있는데 문 대통령은 '평창 동계올림픽에 북한이 참여하는 것을 상상하면 가슴이 뜨거워진다. 남북 공동응원을 기대한다'고 밝혔다'며 '대북 군사적 옵션이 거론되는 마당에 이런 얘기를 국제사회가 어떻게 받아들이겠느냐'고 반문했다.

그는 문재인 정부가 800만 달러의 대북 인도적 지원 의사를 밝힌 데 대해 '이렇게 하니 미국 최고의 유력지조차 '이상한 사람으로 취급받을 것'이라고 대놓고 보도하는 것'이라고 꼬집었다.

이어 문 대통령의 유엔총회 기조연설에 대해 '여전히 대화와 평화 구걸 타령을 한 것으로, 대단히 실망했다'며 '800만 달러 인도적 지원에 안달이 나 있다면 왜 그동안 북한인권법에 반대해 왔느냐'고 따졌다.

정 원내대표는 '3천만 달러짜리 미사일 한 발, 수억 달러 핵실험 한 번은 북한의 식량난도 해결할 수 있는 돈'이라며 '우리나라 대통령이 북한 김정은에게 '핵실험이나 미사일 발사 대신 이런 데 돈을 써야 한다'고 정정당당하게 말해주기를 바란다'고 촉구했다.

정 원내대표는 또 김명수 대법원장 임명동의안이 어렵사리 국회를 통과한 데 대해 '정부·여당이 입법 등 모든 일에 있어 야당과의 협치 없이는 어렵다는 것을 절감했기를 바란다'며 '앞으로도 협치와 소통을 팽개치고 독선과 독주의 길로 간다면 강력히 저항할 것'이라고 강조했다.

그는 '대법원장 인준이 역대 최저인 54%의 득표율로 가결된 가장 근본적인 원인은 문 대통령의 코드 인사 때문'이라며 '김명수 후보자가 대법관 제청 등에서 정치적·이념적 편향성을 보이고 사법부를 특정 성향 일색으로 만든다면 국회와 국민이 용납하지 않을 것'이라고 밝혔다.(연합)
